Brazil crypto transfer checks start 1 Nov 2026

From today, 1 Nov 2026, new checks apply on Binance to international crypto transfers by users in Brazil (with a person or entity outside the country). They come under Brazil's central bank Resolution BCB No. 521/2025, which brought certain virtual-asset services into Brazil's foreign exchange rules. According to a Bitcoin Foundation report (citing Binance):
• Before a transfer, users must fill in a questionnaire: who the counterparty is (individual, company, bank, exchange, investment fund, etc.) and the purpose of the transfer
• Transfers up to $50,000 have 10 purpose options; larger ones have 96
• This information will be shared with Brazil's central bank; if it is missing, an international deposit may stay pending or, in some cases, be refunded
• Transfers between residents within Brazil are not covered by the new rules
