Binance withdrawals resume in phases (1 Nov 2026)

Binance released "Recovery Update #4" on Sunday, 1 Nov, around 9:38 AM (IST). According to the exchange's own statement:
• The first phase of withdrawals will gradually open today between 06:00 and 09:00 UTC (11:30 AM to 2:30 PM IST)
• The first phase includes selected coins on 15 networks: BTC, ETH, BNB, SOL, XRP, TRX, DOGE, ZEC, SUI, AVAX, POL, ARB, GRAM on TON, and USDT/USDC on multiple networks
• Remaining networks and coins will be added in later phases; initial congestion may cause withdrawal delays
• Binance says approximately 95% of the stolen assets have now been recovered (it was 90% in Update #3); the remaining 5% are less liquid tokens
• Deposits remain open as before; a post-incident report will be released after the full investigation

Our check: At 12:33 PM (IST), Binance's public network-status data showed BTC withdrawal enabled only on the Bitcoin network; the other listed coins still appeared disabled. This means the rollout is ongoing, not yet complete.

Separately, according to a CoinDesk report, the FBI has attributed this hack to North Korea and has asked DeFi platforms to block hundreds of addresses linked to the hackers. The 95% figure is Binance's own claim and has not yet been confirmed by any independent auditor.
